Ok - a temporary workaround was found for a slightly older version of tools while the hunt continues on the real problem.
The approach
- Find and download tools-windows-9.2.2.exe.tar in the guest (some kind soul pointed me to this archive).
- Extract the file tools-windows-9.2.2.exe and run it
- Search your primary guest drive for a windows.iso which was installed when running the prior step. The directory I found it underneath was C:\Program Files\VMware\tools-windows\windows.iso
- I transferred this to my host and attached the image to the CD-ROM drive.

- Go back to the Guest and auto-run the CD-ROM and installation will begin .....
It works but the issue with updating the software (tools) within the Windows client is still broke. For instance, you won't be able to update to 9.2.3 unless you find a exe.tar for that .... Let me know if you do.....
